  • Memorandums of Understanding

In terms of international cooperation, Myanmar has signed Memorandums of Understanding (MOUs) to promote collaboration in the diplomatic training sector. Currently, two MOUs have been signed: one on cooperation among the diplomatic training academies of BIMSTEC member states, and another between Myanmar and India.

  • Memorandum of Understanding on Cooperation among BIMSTEC Member States’ Diplomatic Training Academies

The MOU on cooperation among the diplomatic academies of the BIMSTEC member states was signed on March 30, 2022, and has extended for another three years in 2025.
The purpose of this MOU is to

  • Implement joint programs and work plans that enhance the quality of refresher training, learning, and training and work plans, which can advance the agreed common goals, priority sectors, and activities of BIMSTEC nations.
  • Promote the mutual exchange of knowledge, experiences, and successes encountered in the practical application of new teaching methodologies used in diplomatic training among BIMSTEC nations.
  • Promote and achieve high-quality and accredited education in diplomatic training and skills enhancement.
  • Memorandum of Understanding on Implementing Training and Capacity Building Programs for Diplomats between Myanmar and India

The MOU on implementing training and capacity building programs for diplomats between Myanmar and India was signed on May 10, 2018, at the Ministry of Foreign Affairs in Nay Pyi Taw. It has a term of three years and will be automatically extended upon expiration.
This MOU aims to

  • Conduct specially designed training and capacity building programs by the India Foreign Service Institute for junior officers of the Ministry of Foreign Affairs in Myanmar, benefiting both sides.
  • Facilitate the exchange of information regarding the structure of training programs to be conducted for diplomats.

Active participation in Regional Cooperation Platforms

Cooperation in the field of diplomatic training has emerged as a key area of focus for regional platforms such as ASEAN, ASEAN+3 and BIMSTEC.

The Ministry of Foreign Affairs of Myanmar, represented by the Strategic Studies and Training Department, has been actively participating in all the mechanisms developed by these regional platforms in the field of diplomatic training; including ASEAN+3 Deans and Directors of Diplomatic Training Institutions annual meetingျ and Retreats of Diplomatic Academies in Southeast Asia.

Exchange Programs

Young diplomats from Thailand, Singapore, and India undertook on-job training visits to Myanmar as part of diplomatic exchange and capacity-building initiatives. During these visits, they visited to the Ministry of Foreign Affairs of Myanmar and engaged in interactions with Myanmar young diplomats. Senior officials from the Ministry of Foreign Affairs of Myanmar also delivered the presentations to foster mutual understanding, share best practices, and strengthen ties among young diplomatic professionals from two countries.

Additionally, the Devawongse Varopakarn Institute of Foreign Affairs (DVI) under Thailand’s Ministry of Foreign Affairs has played a consistent role by hosting workshops tailored for newly appointed Myanmar diplomats. Two such workshops were successfully conducted in 2023 and 2024, providing a valuable platform for enhancing diplomatic knowledge, regional cooperation, and practical skills for Myanmar diplomats.

Furthermore, under the framework of the Memorandum of Understanding (MoU) on cooperation in diplomatic training between the Governments of India and Myanmar, the Sushma Swaraj Institute of Foreign Service (SSIFS) organized two Special Courses for Myanmar diplomats in New Delhi. These programs, held in 2017 and most recently in 2025, provided comprehensive exposure for Myanmar’s young foreign service officers and contributed to their professional development.
